All of the strange orange markings on Josephine Lane and Yvonne Drive are good news for Yates Meadow. The City of Concord Engineering Department was out last week marking the roads, curbs, and sidewalks so they could be repaired and paved by Mr. Overcash. Once that is complete, he will turn the streets over to the city. Mr. Overcash is obligated to provide the city a one year warranty on the work!
The city workers told YMPC member Brenda Smith that the process should take a few weeks. The roads will be paved one side at a time, and the material they use dries within 30 minutes. The sidewalk and curb repairs take a few days to dry, but should be less of an inconvenience. The work will include all of Yvonne Drive.
The YMPC has been busy talking to City of Concord personnel, trying to get answers to our questions about the land behind the pool. After a meeting with one of the city planners, we learned that our inquiries have been noticed!
Although Cecil Jenkins submitted a letter on our behalf, the phone calls from our neighborhood have done just as much good. The city will notify the HOA board, and all residents of Yvonne Drive when/if an application is submitted to change the status of the open land. Currently, the land is not even within the city boundaries, so it would have to be annexed before they would rule on any application for changes. They did warn us that Mr. Overcash has been known to do things without following rules, so we should get on the phone to Code Enforcement if we see any unusual activity on that land.

One of the questions the YMPC was asked to research was the YMCA’s take on the situation regarding the land behind the pool. After meeting with the Athletic Director, the YMPC came away with an understanding as to how the whole situation began.
One of the YMCA Board members approached Mr. Overcash, on the YMCA’s behalf, about building the soccer fields. The YMCA is expecting at least two full sized fields. They plan to lease the fields from Mr. Overcash, and expect him to maintain the fields. They will not use the fields until the grass is established. Their schedules do not have the fields in use on Sunday, Wednesday, and Friday, and never past 8:00 PM. The Athletic Director assured us that they would work with our HOA if there were any scheduling conflicts. They also assured us that there would always be a YMCA employee in attendance whenever the fields were in use.
The YPMC is continuing to gather information, and ask questions, and will share any news when we get it.

We have formed the Yates Meadow Preservation Committee. The purpose of this committee is to have a group of people working on issues related to the open land behind the pool. The committee is tasked (by the board) with asking questions, gathering information, and working toward a community approved solution to the usage of the open land in our neighborhood.
